Still Second-Class A few weeks ago, the Senate introduced the base proposal for 2013’s long-awaited comprehensive immigration reform legislation.  The package does not include the United American Families Act or proposals that enable an LGBT U.S. citizen or legal permanent resident to  petition their same-sex partner as an immediate relative.
